Ah that's just how it is. :) There's a daily limit to, I assume, keep people from just getting to the top level in one day, to make it continual challenge!
You can still get B/P on anything that's under judgement though, which it seems maybe you don't know about that? You'll need to vote on movies and games for that though, either the purple ones in the Portal, or under the 'Under Judgement' sections in Games/Movies.
